Can't update a Relationship CiviReport to filter on Relationship Type

This is reproducible on Joomla 3.1.2 and Drupal demo site.

Steps
1. Create a CiviReport based on the Relationship report template
2. Set the filter to only show relationships of a certain type
3. The report previews OK
4. Create the report
5. The report condition has "Relationship" in one cell and "Is equal to <TYPE>"
6. Come back through the menus to redisplay the report
7. The report condition has "Relationship" in one cell and "Is equal to" in the other (as if the relationship type is stored as NULL or blank)
8. When "Preview Report" is pressed, the report acts as though there is no filtering on Relationship Type
