could not create new contact when changed UI to Simplified Chinese

I had CiviCRM 3.1.3 installed with "load Chinese Data"option on both of windows 7+Apache2.2.x and Linux+Apache2.2.x, it was based on Drupal 6.16.
I have Simplified Chinese language added into Drupal, and enabled multiple language.

When changed language to English, I could create new contact in CiviCRM very well. But after changed to Chinese, the details fields for inputting data were failed to display, instead, just shown some tag titles with all the inputting areas closed, I could have any chance to input any data for the creation.
