            Description

            Currently, there aren't any states for the country of Andorra. We need to add the following "parishes" for it:

            Andorra la Vella
            Canillo
            Encamp
            Escaldes-Engordany
            La Massana
            Ordino
            Sant Julià de Lòria

            I'll be creating a patch for this soon.

                2. make sure your patch fixes both these files:

                xml/templates/civicrm_state_province.tpl
                CRM/Upgrade/Incremental/sql/3.2.alpha1.mysql.tpl

                Here is an untested patch. The parish shortforms are from http://en.wikipedia.org/wiki/ISO_3166-2:AD.
