Add states for Andorra

            Description

            Currently, there aren't any states for the country of Andorra. We need to add the following "parishes" for it:

            Andorra la Vella
            Canillo
            Encamp
            Escaldes-Engordany
            La Massana
            Ordino
            Sant Julià de Lòria

            I'll be creating a patch for this soon.
