CiviReport setting "available for dashboard" doesn't stick

      Description

      There's two parts to this, maybe unrelated. One I can reproduce on sandbox but the other I can't since CiviCase isn't enabled.

      The first part is that if you check the checkbox for "available for dashboard" on a civireport and click Update, then when you go back to look the checkbox is unchecked. However, the dashlet is now available and you can see the entry in civicrm_dashboard.

      The second part is that for any report with permission "access my cases and activities", the same thing occurs except that the dashlet is not available when you try to configure your dashboard, even though you can see the entry in civicrm_dashboard. This doesn't happen for other permissions, such as "access CiviEvent", just the case permissions.
