Mailing labels do not show contact name under several circustances

On more than one site I have observed that the mailing labels are not including the name of the person they are addressed to.

Steps to reproduce on the sandbox.

Create new user using the drupal new individual block

Edit the user and add a street address.

Search for the user & select it for task 'print mailing labels'

The mailing label does not have any entry for the postal_greeting. (contact name)

It seems to me that on this and some other methods of creating users (import, self-creation via profile seem likely based on the change logs) the various fields relating to postal greeting are not being populated. Also, historical entries are not being upgraded to populate these fields on upgrade.
