Access keys popup showing even when meaningless

This pop-up shows on all pages and forms, even when it is nonsensical to display it – that is, when there are no access keys on the page, or when one or more of those particular access keys are not in use on the page.

From the user perspective, it would make more sense to have this pop-up only display the access keys that exist in the page, and to hide it altogether if there are none.

Can work on a patch if someone can suggest where it would apply.
