Email is missing from Registration Confirmation and Receipt section of edit participant form

A participant has registered and paid.
As an administrator you go to edit the registration.
In the section where it says Send Confirmation and Receipt the help text says
"Automatically email a confirmation and receipt to ?"

This is happening because $email is not getting set.
