Empty Rich Text form fields result in extraneous <br /> tags when form is saved. New Custom Field Set, New Profile ... and others

            Description

            The <br /> tags injected in these DB fields result in empty help div's and other problems when the resulting objects are displayed. We should fix this ASAP - ideally before next beta. Screenshot attached.

            Tested this w/ ckEditor. Not sure if it also occurs with TinyMCE.

            New Custom Field Set (civicrm/admin/custom/group?action=add&reset=1) - help_pre and help_post
            New Profile (civicrm/admin/uf/group?action=add&reset=1) - help_pre and help_post
            New Event (civicrm/event/add?action=add&reset=1) - description
            New Contribution Page - intro_text (and probably other wysiwyg fields in the wizard)
