Event info/reg links in event management use admin url instead of frontend (Joomla)

The links to access the live event info and event registration pages from within the event management tools (manage events listing and event tabbed interface) incorrectly uses the Joomla backend url instead of the frontend url.

These patches correct that, add target=_blank so it opens in a new tab/window, and in the event tab action button, adds the event info link (only the register link was previously available).
