Recurring contribution checkbox and options missing on Configure Contribution Page -> Contribution Amounts

            Description

            When I select PayPal Pro or PayPal Standard as my payment processor from Manage Contribution Pages > Configure Amounts (civicrm/admin/contribute/amount?reset=1&action=update&id=1&subPage=Amount) - I should get the Recurring Contribution checkbox and options. Currently this doesn't seem to be working. (Note: I haven't used this feature for a while so I may be missing some constraint / rule - but it seems like this is broken).
