Replace 'Change Log' tab with relevant logging results (if logging enabled)

When logging is enabled, replace the current 'Change Log' tab's contents with counterpart results from the logging infrastructure.

The current 'Change Log' tab contains information from the civicrm_log entries, which - if logging is enabled - is also collected (in much more detail) in the logging tables.

If logging is enabled (change in Global Settings → Miscellaneous, check via CRM_Logging_Schema::isEnabled()) the contents of this tab should be replaced with the relevant CRM_Report_Form_Contact_LoggingSummary report (report/instance/29 by default after logging is enabled), limited to that contact (check this report's criteria, it's 'Altered Contact').
