Description
With Paypal Standard, I have the Individual and Strict default rules set to 10 threshold with email=10 points. Thus, any matching email should NOT be created as a duplicate. However, when a transaction occurs with Paypal Standard, and the transaction is INCOMPLETE, duplicate contacts are getting created.
I realize this is a bug that cannot be duplicated on the Demo site, because it doesn't use a payment processor at all. I invite whomever is reviewing this bug to login to my client's site for a demonstration.
