Description
With Paypal Standard, I have the Individual and Strict default rules set to 10 threshold with email=10 points. Thus, any matching email should NOT be created as a duplicate. However, when a transaction occurs with Paypal Standard, and the transaction is INCOMPLETE, duplicate contacts are getting created.
I realize this is a bug that cannot be duplicated on the Demo site, because it doesn't use a payment processor at all. I invite whomever is reviewing this bug to login to my client's site for a demonstration.

Please see the attached screenshots showing my configuration and the dupes. There are multiple examples of duplicate contacts on the site, this is just one of them.

Thank you for your fast work.
The patches are applied and worked when I tested it on my installation. I will continue watch the event in coming days to look for more duplicates.

dozens more participants for our events, and zero duplication. patch continues to work. nice job.
