Description
This code existed already for a site in the 'footer' section of Title and Settings for a Contribution Page. They were trying to save something else, like a title change.

This simple code produces a HTML validation ("suspicious") error when attempting to save. Causes great confusion for users when they cannot save pages that have been working for over a year. Remove the HTML HREF link and it works.
This issue isn't consistent. Depending on the content in the Introduction section, the footer HTML may or may not cause an error.
The problem is the 'suspicious' checking is too strict if it is causing pages with simple HTML links to be rejected when saved. These pages have existed since version 2.2, and now suddenly they cannot be saved.
