Support IIS by renaming /bin directory

            Description

            On IRC cj was having problems getting wget to scripts in civicrm/bin dir to work on his Microsoft IIS server. Also issue http://forum.civicrm.org/index.php?topic=17281.0 Dharmatech noted issue is likely due to http://www.microsoft.com/technet/prodtechnol/WindowsServer2003/Library/IIS/54e9382b-743d-495e-a324-b8b57a5214ee.mspx?mfr=true

            Fix would be to rename the bin directory so these files can be run on an IIS server.
