The label of the 'Create New' button does not seem to be in the translation files

            Description

            The label for the Create New button in templates/CRM/Block/CreateNew.tpl in core is not enclosed between

            {ts}{/ts}. If I do use the {ts}

            there is no effect in the Dutch translation,. As far as I can see the label is not in the translation tables?
