disabling address in Site Preferences -> Contact Edit throws Quick form error on Contact Creation page.

            Description

            when the Address" Pane from Global Settings>Site Preferences>Editing Contacts is checked, then opening the "New Individual" form throws me the following error -
            QuickForm Error: the rule does not exist as a registered rule
