Description

The new Phone API accepts an invalid phone_type_id or location_type_id. Assumption was that the BAO would not accept it and return an error, but it does not.

Will fix in the Phone API for now, using the OptionGroup and OptionValue API

Added LocationType API to v3 as part of the fix
