Assign tagset tag to Case - pop-up is too small and tagset select is hidden

      Description

      With the new "auto-sizing" jquery dialog, the Add Tags pop-up didn't provide enough vertical space to display the drop-down for selecting tagset tags. This is now fixed.

      Create a tagset - used for = Cases, title = "issues"
      Add a tag for it (via admin ui) -> 'Birds'
      Now go to an existing case, and click "Add Tags" button
      Type in "bir" - you get searching, but no matching values
      Finish typing in the string "birds" (or "Birds") and click Save
      A "Change case tags" activity is added, but the case is not tagged.
      Try again, typing in a new tag value ('Fish")
      The new tag is not created in the tagset and is not assigned to the case.
