Description
Backport changes done for CRM-8349 to 3.3.x
1. Only rev 35018 and 35048
2. Please do as one commit if possible
3. Please test on a 20K mailing with job size of 10K and batch size of 10K and ensure that memory does not go up
4. Please run above test as php-cli cron job with cron firing every 1 minute and monitor php memory
5. Please records all hours spent
