CRM-8762 Need link to view all option lists in Admin menu

There is currently no simple way to get to the list of all option lists in the CivCRM admin interface.

You currently have to do something like to go 'option lists' > 'instant messenger services' and then click on the option groups breadcrumb which appears on that page.

Instead, we should add a link to View all option lists in the admin console and the admin menu.
