contextmenu and dashboard jQuery plug-ins have AGPL-incompatible licenses

            Description

            Two jQuery plug-ins used in CiviCRM have AGPL-incompatible licenses. The contextMenu plug-in is released under CC BY 3.0 United States, and the dashboard plug-in is under a version of the GPL that isn't specified in the headers, but I'm guessing it's GPLv2.

            Neither of these licenses are compatible with the AGPL, so licensing issues might come up if they're combined with CiviCRM's AGPLed JavaScript.

            The most recent versions of both of these plug-ins are under the same dual license as jQuery. Upgrading these plug-ins to a dual licensed version would resolve this issue.
