This patch fixes it so that CiviCRM's Drupal blocks are, by default, displaying only on pages generated by CiviCRM.
With the current configuration, they are set to show on any page where the Drupal path starts with 'civicrm', including paths like "civicrm_related_module/path". And when the blocks are displayed on non-CiviCRM pages, chances are they will be generating javascript errors because those pages aren't setting up the right JS environment for those blocks.
