Add new api call crm_get_property_values

crm_get_property_values( $property_name ) {
}

which returns an "id" => "name" array

where property_name is:

location_type
activity_type
tag
(and other pseudo-constant properties)

Also update documentation and create unit tests. This is for the 1.4 branch
