Description
the attached patch does the following:
- provides better support for selecting/using address verification provider. settings form does a dynamic lookup to determine what plugins are available based on presence of plugin file
- splits geocode/mapping into two sets of fields so user can choose different providers for each function, if desired
- helper functions to support selection/lookup of plugin files
