CRM-943 trailing slashes in config file formatted incorrectly on Windoze

            Description

            found that on a windows box CRM_Core_Config::addTrailingSlash uses the directory slash "\" when appending to CIVICRM_RESOURCEBASE etc. However my apache is looking and using "/". So this creates:

            some/directory/name\

            or

            some/directory/name/\

                This is a duplicate of CRM-924, which I believe I resolved in r5279. Which v1.4 revision are you using?
