Default participant profile for event registration

For review: for a Civi site with a large number of events, it can become tedious to manage event registration profiles, especially in the case that a standard participant questionnaire profile is swapped for another. This patch (for cart workflow only) displays a new configuration setting "Default Participant Profile", which is be displayed when registering for any event which has no pre- or post- profiles configured.
