Re-enabling a component does not reinstate permissions

Environment: Drupal 6 / CiviCRM 4.1b3

I had originally thought I wasn't going to need CiviContribute because we were not going to use the online gateway on my test instance, so I disabled it. Later I realized that the way memberships work we needed it just to keep track of cash / checks. I tried to re-enable the module via System Settings -> Enable CiviCRM components. It moves back to the right side of that UI, but after the save, the component is not visible in the menues. And "record member payment" does not return as an option on the memberships (as it is with a different test instance that I've got where I did not disable CiviContribute).
