enabling Drupal "Aggregate JavaScript files." breaks navigation menu admin screen

            Description

            When "Aggregate JavaScript files" is enabled on a Drupal site, the Navigation Menu admin page lists the menus, but does not list the triangle/expansion link so you cannot access sub-menus.

            This seems to affect head as well as 4.1.1
