buildForm setDefaults of country field does not update state list from states of the global default country

I've build a module that allows country to be detected and defaulted but the states list in the dropdown still shows states for the default country I've set in the configuration.

1. This should probably be fixed
2. Is there a quick javascript work-around. Which function fires to update the state list?
