Description
Steps to reproduce:
- Log in as a volunteer coordinator (i.e., has permissions CiviVolunteer: create volunteer projects and CiviVolunteer: edit own volunteer projects)
- Head to /civicrm/vol/#/volunteer/manage/0, fill in some data, and hit Continue. The Needs UI appears.
- Select a role from the role dropdown. A new row appears in the table and the CiviCRM spinner comes up. And spins. And spins.
