Unable to Move or Copy Volunteers between Roles Using Dropdown Menus

Steps to Reproduce:

1. Go to any project which has multiple roles and multiple volunteers assigned in Manage Projects
2. Click the Action arrow (dropdown menu arrow) to the right of a listed Volunteer and hover over the options Move To or Copy To
3. Notice that no menu items are populated
4. Notice that it is still possible to use the same menu to Delete a Volunteer from a Role
5. Notice that it is still possible to drag and drop a Volunteer from one Role to another Role
