Campaign field should be hidden when CiviCampaign is not enabled

            Description

            When creating a new volunteer project, the Campaign field is displayed even when the CiviCampaign component is not enabled.
            Functionality is not impacted (the drop-down displays "None found"), but it should be hidden when Campaigns are not in use.
