Regression: Custom project relationship fields are not displayed on project create/edit screen

Project relationship types are modeled as option group values so that implementors may extend them beyond the Owner, Manager, and Beneficiary types that ship with CiviVolunteer. Previously, when a new project relationship was created, it would appear in the Relationships section of the create/edit screen (civicrm/vo/#/volunteer/manage/0). This is no longer the case.
