For Joomla users, public signup form is not public

The link created from the event info page is wrong. Currently points to http://joomla.localhost/administrator/index.php?option=com_civicrm&task=civicrm/volunteer/signup&reset=1&vid=1 when it should point to http://joomla.localhost/index.php?option=com_civicrm&task=civicrm/volunteer/signup&reset=1&vid=1.

Likewise, the form action is http://joomla.localhost/administrator/index.php?option=com_civicrm&task=civicrm/volunteer/signup instead of http://joomla.localhost/index.php?option=com_civicrm&task=civicrm/volunteer/signup.
