Log Hours UI is inconsistent wrt support for date/time localization

See attachment. On the add volunteer row (i.e., during input), the date field respects the localization settings. The time field does not appear to do so (the site in the screenshot is supposed to use 24-hour time).

When the fields are displayed (i.e., not in edit mode), the localization settings appear to be ignored altogether.

I haven't tested this in the 4.5 branch but assume the behavior is the same.
