Tax applied repeatedly when 'empty editing' contribution

            Description

            When a Contribution is 'empty' edited (i.e. without any real change -> e.g. adding in the check number), the tax amount increments

            Example: Edit on a Membership Contribution - as described by Agileware - [in https://github.com/civicrm/civicrm-core/pull/9711] a wicked tax-issue (scroll right to see the full extend of wickedness):

            That must be addressed. I'd say highly critical!
