Remove line that makes all countries upper case

This was discussed at the sprint & I believe

– CRM-16876 Set country names to UPPERCASE
UPDATE civicrm_country SET `name` = UPPER( `name` );

is considered to be wrong & in need of reversing.

This ticket is just to remove that line from the upgrade code - not to reverse it - just to make is not apply to new upgraders.

Note that the CiviToken module among others offers an address block that Upper cases country & removes country if it is domestic mail
